hg: lanai/lanai: 2 new changesets

I agree with this. We should target 10.13 as the baseline for our 
initial work. Some prototyping of mechanisms that rely on features in 
later platforms is fine, but as Phil says, let's first get functionally 
complete with the best performance we can get on 10.13 and later.
