RFR: 8240328: Update .jcheck/conf for lanai

[Kevin Rushforth]

This PR will update the `.jcheck/conf` in the lanai repo to allow the lanai project to use the Skara tooling without requiring a review nor a strictly formatted commit message.

Once this PR is integrated, any committer will be able to create a pull request, and then integrate it without review.
