CFV: New Project Lanai committer : Denis Konoplev

I hereby nominate Denis Konoplev (denis.konoplev at jetbrains.com) to be a 
committer in the Lanai project.

Denis has being a contributor to the project since July 2020 and has 
contributed 6
significant fixes to the project working consistently over that time. I 
judge that all these looked at
individually and in total are of sufficient complexity and content 
directly related to the
project  to demonstrate meeting the requirements to be a committer in 
the project.
