Note that the title of this PR doesn't match the title of the JBS bug.

This is because GitHub truncates the first line of the commit when pre-filling the title when you create a PR, so
should be hand-edited to match. It doesn't matter for the Lanai repo, but will for the JDK repo.

This probably needs to end up in a Skara FAQ somewhere.
