There's a method to the madness.  JEPs reach a very broad audience, and 
99.999% of Java developers don't know what @Stable is (and can't use it 
if they did.)  So putting it in the JEP at this point is likely to be 
more confusing than helpful.  The audience for this mailing list, 
though, has a much higher density of JDK developers and bleeding-edge 
adopters, and so are more likely to see the connection.
