[proposal] add to benchmarks list: TechEmpower Web Framework Benchmarks

Hi,

Just a small proposal: add TechEmpower Web Framework Benchmarks
located on https://www.techempower.com/benchmarks/ (website with
results) and https://github.com/TechEmpower/FrameworkBenchmarks
(source code) to the list of benchmarks on
https://wiki.openjdk.java.net/display/lilliput

TechEmpower Web Framework Benchmarks are small and not very realistic,
but OTOH they are pretty quick (i.e. a single test case takes less
than a minute) and test a lot of web frameworks, in Java, Kotlin,
Scala and so on.
