CFV: New Lilliput Committer: Roland Westrelin

I hereby nominate Roland Westrelin to Lilliput Committer.

Roland is a long-time and experienced engineer in HotSpot, especially in 
the area of JIT compilation. He has a lot of contributions on record in 
the JDK project itself and various downstream projects like various JDK 
backports, Shenandoah and Valhalla. His experience in HotSpot and JIT 
compilation technologies will be of invaluable help to the Lilliput project.
