JDK17 backport repo of Lilliput

Hello,

I've created and seeded a repository for tracking a backport of Lilliput 
to JDK17:

https://github.com/openjdk/lilliput-jdk17u

It is forked from openjdk/jdk17u and the intention is to follow this 
upstream repo at least for the JDK17u GA releases.

The intention of it is to make testing easier for users who are on JDK17 
but cannot easily run JDK20+.
