[lilliput-jdk17u:lilliput] RFR: 8310529: [Lilliput/JDK17] Provide infrastructure for Lilliput-specific ProblemList

I would like to split it out of #35 to introduce this build-test system support atomically. This can be used even before #35 lands. The ProblemList gets automatically included if we add `-XX:+UseCompactObjectHeaders` in the jtreg invocation.
