[omworld-jdk] RFR: Merge 18cea823a173e1b8b48d276daeca67b2a5cf3584

Merge jdk:jdk-23+10 openjdk/lilliput at 8cb9b479c529c058aee50f83920db650b0c18045 into omworld-jdk as well as 18cea823a173e1b8b48d276daeca67b2a5cf3584 because it did not contain the aarch64 implementation of recursive lightweight.

Hopefully using PRs into the specific branches is a sufficient workflow for everyone.
