[loc-en-dev] Error handling in LocaleBuilder and forLanguageTag

This time, I caused the problem... I updated the docs last night but
haven't found a good way to use google sites with the javadoc generated by
the tool. I need to see if there's a way to convince the tool create links
appropriate to the sites environment.
