According to the message posted by Mark in the jdk7-dev ML, the new 
feature proposal template is coming shortly.  I looked at the JDK7 
schedule and I think we probably do not have chance to make this feature 
proposed and done in M3.  For now, I think M4 is the earliest possible 
target practically.  Anyway, we need to wait and see the upcoming new 
feature process and template.
