[loc-en-dev] Integration schedule

Hello,

We still don't have JDK7 schedule yet, but looks like we're going to be
doing a big test cycle to see where we are with JDK7 features, and it
would be great if we could get the locale enhancements in. The test
cycle starts Sept 15th.

Considering there will be a pre-integration testing (usually one week) 
and coordinating the actual merge/checkin, the development (incl. code 
review) would need to finish in the first week of September.
