Some feedback on the Locale class:



Class Javadoc, Compatibility section:

+1 for Naoto's point. The "Compatibility" section in Locale's class javadoc
should mention / emphasize that this relates to "prior to 1.7".

How about adding a note to the Javadoc of the constants
Locale.SIMPLIFIED_CHINESE and Locale.TRADITIONAL_CHINESE that these don't
use the script tag for historic reasons (since the script tag was not
available at the time these constants were added)?

Section: Three-letter language/country(region) codes

->
"three-letter language codes and three-letter region codes" should be
"three-letter language codes and *three-digit* region codes"

Javadoc of Locale.forLanguageTag

->
The map of grandfathered tags only lists the controversial codes. I think it
should list all grandfathered tags. One section for grandfathered tags that
have modern equivalents, another for the ones you already list.

Otherwise, users of Locale will have to do trial and error to find out
what's going on.

Regarding Locale.builder() - Are we adding the method sometime later?
