Yes, it is. Please refer to RFE 5102289 which is the umbrella for all 
the ResourceBundle enhancements in JDK6.

If so, the ResourceBundle API itself has been broken. I believe that the 
same thing can be done using ListResourceBundle without 
ResourceBundle.Control.
