It returns "" (empty string).  I understand you may want to treat 
standalone privateuse as a language, but I think it is somewhat 
inconsistent and not fit well to the design of Locale.

locale-enhancement-dev at openjdk.java.net and discuss about design 
problems/questions in the mailing list.
