[loc-en-dev] Regression - patch

I'm attaching the patch in this message.

The change in BaseLocale is not required, but I want to make the 
consistent behavior -

- Locale throws NPE when any locale field argument in the constructor is 
null.
- BaseLocale#getInstance accepts null argument for all fields.
