CFV: New Loom Committer: Andrew Haley

I hereby nominate Andrew Haley to Loom Committer.

Andrew is a JDK Project Reviewer, an OpenJDK Member, a member of the Governing
Board and the Vulnerability Group, Lead of the 8u Project and of 11 Updates, as
well as a Reviewer and Committer on numerous OpenJDK projects. As part of
Project Loom, he will be working on a thread locals replacement.

Only current Loom Committers [1] are eligible to vote on this nomination. Votes
must be cast in the open by replying to this mailing list.
