CFV: New Loom Committer: Coleen Phillimore

I hereby nominate Coleen Phillimore to Loom Committer. 

Coleen is a JDK Project Reviewer and a Member of OpenJDK. She will be working 
on the VM's runtime aspects in Project Loom.
