But fairness costs. There's a well-known branch of welfare economics
which studies the "Efficiency-Fairness Trade-off". The limiting case of
perfect fairness, where everybody gets the same, is that no one gets
anything. So it is with thread scheduling, too. We must choose a parameter
which is the degree of unfairness we'll tolerate, or conversely, the
reduction of efficiency we'll tolerate.
