CFV: New loom Committer: Michael McMahon

I hereby nominate Michael McMahon to Loom Committer.

Michael is a jdk Project Reviewer and lead for the OpenJDK Networking 
Group. Michael has been exploring improvements in how virtual threads 
make use of the network APIs, including io_uring support.

Only current Loom Committers [1] are eligible to vote on this nomination.
