I don't see the standard API exposing anything on this in the short 
term. Exposing it has huge implications and would likely require several 
person years of effort across many areas to work through all the 
fallout. It would also require progress on permanently disabling 
finalization. We think that a better approach may be channel like API 
that integrates with thread lifetimes and/or structured concurrency, but 
we aren't there yet.
