Hi

I don't know about Lion, but on Leopard and Snow Leopard there is an  
option under Keyboard Shortcuts/Keyboard Navigation in System  
Preferences - "Move Focus to the Menu Bar". It does not go direct to  
individual menus so is probably not what Johannes wants, but anything  
else needs to be provided  by individual applications.
