Sorry, my previous post didn't make it clear that signed is what I was talking about following up on Joshua Smith's suggestion.
I had seen things like this suggesting it should work…

But thought maybe that had changed sometime since it didn't seem to work at all on OS X.
When it was posted that it should work and then I found that it did work on Windows I figured this must be a OS X bug and did the bug report.
