LWScrollPanePeer doesn't respect wheelScrollingEnabled property
and doesn't implement several methods that are necessary
to support scrolling with the mouse wheel.

sun.awt.ScrollPaneWheelScroller.getAdjustableToScroll() works only
if the ScrollPane's insets are set
