Rationale for inclusion in 7u4: NetBeans requires this feature. Also, 
many Java applications deployed on the Mac expect the Apple menu items 
(About, Preferences, and Quit) to function correctly. W/o this fix the 
menus don't work as expected. The fix is considered as low-risk since it 
doesn't affect any functionality other than the Apple menu handling code.
