I'm rather a parochial Mac OS user. But I did some Googling related to tools.jar and the recommendation appeared to currently be to add it to classpath. 
Some of the passing comments I saw seemed to suggest that actually it was included on other OS's in system classpath previously, but that changed at 1.7? 
I didn't find any definite confirmation to this. 
But, moving it around instead of classpath'ing to it in the jre might be something Oracle would have concerns with?
I guess they're on the list and could comment.
