tag boucing again

Which, in my opinion, is a tag that should not be made external in an openjdk repository.
It's very confusing to the openjdk community.

It may be time to allow for an optional lettering scheme, so that you could have a jdk7u4-b05m1
or some such nonsense. Playing around with the build promotion number is not a good plan. :^(
