I'm not sure what 'run in C/PROSIX' is but maybe thats the difference here. Otherwise it's most likely my build versus yours/Oracle's.
From what you're saying I don't see the need for a bug report yet. Unless somehow I'm picking up US-ASCII in a situation where I shouldn't be.
The setting probably isn't going to be changed back to MacRoman although this may have isolated problems. So point in a 'not MacRoman' bug report.
Once I have a official Oracle build installed, which should be this week sometime, I'll see if I switch to UTF-8 as my file.encoding setting otherwise if I remain US-ASCII and am not supposed to be C/PROSIX I'll bug report. 
So the only thing I'm not entirely clear on yet is when should I or shouldn't I be C/PROSIX?
