Yes, it's there:

There are hundreds of fixes in b01, I'm not sure why they aren't listed

I'll have to defer this one to Scott as I don't know whether there is a
work around for appbundler or webstart. For standalone apps then you can
set the appropriate locale.

I just checked and it turns out to be just bad timing (some maintenance
going on at bugs.sun.com at the moment, should be up to date later today).
