FYI,  My O'Reilly book, Java Foundation Classes, is really old.  I did see for the java.awt.datatransfer.Clipboard class that "Untrusted applet code is not allowed to access the system clipboard, so untrusted applets cannot participate in inter application cut-and-paste".

I am not sure if this is the issue, but if so it is not a bug.  No sign, just intra application cut-and-paste.
