I've no idea: whoever did it, hasn't left any explanation. My hope is that he would read this thread. Meanwhile, I'll do what Anthony suggested.

In this case current global menu gets replaced by the menu we set for the inactive window (or disappear completely, if the inactive window menu was removed).
