JDK-8033808 Cannot enable Java in Browser

Hi,
I wonder a few things about this bug, as it was selected to defer the fix to 8u20:
An OSX user has Java 1.7 currently. When Java 1.8 becomes available will it show in the preference panel, that a new version is available and suggest an upgrade from 1.7.0_51 to 1.8.0 or will the Java Preference pane only suggest upgrades to newer 1.7.0 versions?
If Java content in browser is disabled and the user does an update to 1.8, either because suggested by the update panel or because he just heard there is a new and improved Java version, and the user wants afterwards to enable Java in Broswer is there a way for the user to go back to 1.7? I ask this, because I have just done
$ sudo rm -r /Library/Java/JavaVirtualMachines/jdk1.8.0.jdk
$ java_home -V

yet when I open System Preferences and from there the Java Control Panel the About... still tells me 1.8.0-b129 and I still cannot enable Java in the Browser.
Also how likely is above scenario? I wonder as I seem to have heard that some 1.7 updates did disable Java in Browser as a security measure and the user would have to switch it on again if needed. So could it therefore be a very likely scenario, that a user upgrades to 1.8 and is then stuck with Java permanently disabled in the browser (at least until 8u20 fixes the issue)?
