CFV: New OpenJDK Members Group Member: Bengt Rutisson

I hereby nominate Bengt Rutisson to Membership in the OpenJDK Members
Group.

Bengt is a Reviewer in the jdk9 and jdk8u Projects and a Member of the
HotSpot Group.  He has been working on HotSpot garbage collection for
more than 4 years, prior to which he worked on garbage collection in the
JRockit JVM.  He has contributed more than 100 changes to OpenJDK,
ranging from small bug fixes to significant performance improvements.
