CFV: New Members Group Member: Brian Goetz

I hereby nominate Brian Goetz to Membership in the Members Group.

Brian is well-known to many as the architect of the Java Programming
Language.  He led the effort to add lambdas and streams to Java 8, he
currently leads the Amber and Valhalla Projects, and he actively helps
out in a variety of other areas.  Brian has been a JDK Reviewer since
2013.

Votes are due by 23:00 UTC on Monday, 24 September 2018.
