CFV: New OpenJDK Members Group Member: Martin Balao

I hereby nominate Martin Balao (mbalao) to membership in the OpenJDK
Members Group.

Martin is a committer on the JDK Project and a member of the
Vulnerability Group. He has made 11 contributions in the past 14
months[0] and has also made significant contributions to the efforts of
the Vulnerability Group.
