Congratulations to Project Leyden!

I actually make it three individuals who cast votes, but are not members
of the OpenJDK Members group (Joe Wang [0] [1], Mani Sarkar [2] [3] and
Paul Sandoz [4] [5])

In the case of Joe & Paul, their OpenJDK status as reviewers on multiple
projects suggests to me that they are potential candidates for
membership who have just been overlooked. Perhaps some of their
colleagues at Oracle would like to propose them for membership?

Voting on the Leyden Project [1], with me as the initial Lead,
is now closed.

Veto: 0
Abstain: 0

(Two votes, by individuals not in the Members Group [2], did
 not count.)

According to the Bylaws definition of Lazy Consensus, this is sufficient
to approve the new Project and its initial Lead.
