CFV: New OpenJDK Member Group Member: Brian Burkhalter

I hereby nominate Brian Burkhalter (bpb) to Membership in the OpenJDK 
Members Group [2].

Brian has been working on Core-Libs since Nov 2012. He started at 
SunSoft in 1996 working onXIL

onJava Advanced Imaging 
<https://en.wikipedia.org/wiki/Java_Advanced_Imaging>for some years, and 
thenJavaFX Media 
<https://docs.oracle.com/javase/8/javafx/media-tutorial/overview.htm>, 
ending up as team lead on both of those projects.

Brian is a Reviewer on the JDK Project and has made nearly 500 
contributions [1].
