GB Nomination: Andrew Haley

I nominate Andrew Haley as At-Large Member of the OpenJDK Governing Board.

Andrew is well-known to everyone involved in OpenJDK for his community
focus and numerous outstanding contributions. He is deeply involved in
project Loom and leads the aarch64-port and jdk8u projects. Andrew is also
very well-known and respected in the wider Java community for his ability
to represent and express the views and needs of this community, having been
one of the two At-Large Members of the Governing Board since the beginning.
His guidance ensured that the OpenJDK project was run genuinely open and
transparently and accumulated a healthy community of contributors and users.
