Basically, the forest-level makefile does not respect those environment variables, although the hotspot repo. makefiles do.  It's confusing, butapparently the forest-level makefiles refer to the jdk repo. makefiles, which in turn have the names "gcc", "g++"hard-coded, and require a setting to ALT_COMPILER_PATH to override.
