As chair of the EG I noticed that too. :-)
That classification is an artifact of the JCP's definition of inactivity. Since we have not done an EDR or PR in 18 months, we are (by definition) inactive. If JDK7 had a JSR number of similar vintage, it also would probably be marked as inactive!
As required by the JCP, there will be a PR (Public Review) for JSR 292, as part of the development of JDK7. At that point 292 will become "active" again, according to the JCP definitions. There is no provision for 292 to become "active" other than by filing an EDR or PR.
The practical reality is that the 292 Expert Group has been busy since the EDR, as can be seen by changes over time to the OpenJDK7 implementation, and to this informal draft specification:
