Compiler support for thread-locals?

Hi Johan,

I've lost track somewhat of what the state of the mobile project is 
these days in terms of supported platforms and the toolchains. In the 
context of:

  https://bugs.openjdk.java.net/browse/JDK-8259372

There is a proposal to remove the support for 
USE_LIBRARY_BASED_TLS_ONLY. The historical notes indicate this was put 
in place both for AIX (no longer needed) and to support the mobile 
project back then (2015). What is the status today? Does mobile have any 
platforms that set USE_LIBRARY_BASED_TLS_ONLY?
