This change causes the URLRepository to compare MODULE.METADATA downloaded 
when the repository was initialized to that downloaded when the JAM is downloaded.

Kumar, I suspect you in particular will have some helpful review: some time 
ago you carped about my overly simplistic copyFile implementation.  Well, here 
we need to compare two files, and perhaps again the implementation could be 
improved by use of NIO classes.  Suggestions are greatly appreciated.
