[modules-dev] ResourceBundle enhancement for the JSR277

Hello,

I finally came up with the initial implementation of the ResourceBundle 
enhancement for the JSR 277.  Could you please review them?  The webrev 
is located at:

I still need to do the following:

- Enrich the test case
- Remove some temporary code (e.g., ModuleDefinition.isResourceExported())
- javadoc completion
