[modules-dev] Review request: 6579373 (all tests s/b in test/java/module)

This change moves all existing tests from test/sun/module to test/java/module.

Note that all files associated with ModuleInfoXMLReaderTest have moved into
the "xmlreader" subdirectory.  I also moved JamBuilder.java into
test/java/module/repository: this simplifies the many tests in that directory
which use this file (the only other user is
test/java/module/tools/jrepo/JRepoTest).

This passes all tests on my local machine; troubles remain with testing via 
JPRT on all platforms but I'm working on it, and the issues don't seem 
particularly related to these tests nor changes.

The webrev lists many files as new though they're really moved.  I'm not sure 
why it provides the particular bug id's mentioned; they're from prior changes.
