[modules-dev] Review the JamTool code please

Hello,

A zip file containing the  webrev for the JamTool changes is attached:

Highlights of the changes:
1. JamTool support for newer 277 Specification.
    a> populates the metadata file with the required Module tables with
          the exported classes and packages.
    b> enforces various rules for exporting classes.
    c> provides internal APIs to the java runtime to query the metadata 
information.
2. Creates a metadata file if required.
3. New tests for the JamTool,
4. Adjustments and refactoring of various regression tests
