[modules-dev] Code Review Request for a prototype OSGi repository

Summary: Prototype OSGi repository to interoperate with Java module system.

The OSGi interoperability spec is being discussed by the JSR 277 EG. We 
want to make the prototype available for the EG and the community to try 
out, provide feedback, and contribute.  So this prototype is *not* a 
completed implementation and also there are open issues to be resolved. 
The prototype only supports the Apache Felix OSGi container.

Note: The OSGi repository prototype is packaged as a separate 
osgi-repo.jar.  To build it, you need to set the following varibles:
    OSGI_FRAMEWORK_JAR=<location of the osgi framework jarfile>
    FELIX_JAR=<Location of the felix.jar>
