Review request for 8029612: the typeErrorThrower field in ScriptFunctionImpl cannot be static and common to all Globals

Unfortunately, this is more of a memory leak (potential) + correctness 
issue found by code reading.

Should I've to any label about "no reg test" in JIRA?

PS. There are tests covering "poison type thrower" function in test and 
test262. All those pass after the change.
