can load from URL wout --scripting?

This works for me with plain jjs command:

jjs> load("https://raw.github.com/lodash/lodash/2.4.1/dist/lodash.js");

Maybe it has something to do with your proxy settings. Did you test 
whether cURL/wget or similar command line tool work with the same URL?
