Running the javadoc and test on a new machine works fine.

I will communicate if I found the root cause.

Positive, the file is there, as shown in the below. 

Please note it finds the JAR, since it can load the TestNG.class, but it can't find 
JUnitReportReporter.class possibly because of Bootstrapping. 

I am using Ant 1.9.6 and jdk 8u45, with removing all %PATH%.

I tried to use TestNG 6.9.4, but it couldn't find jcommander, even if appended to '
run.test.classpath'


Far below is the output of `ant -diagnostics' in case it helps.

If it can not be produced, possibly this is affecting only my machine, I would try into another one.
